AMD A4-3400 Not running at max clock

My (crappy) pc specs:
AMD A4-3400
Radeon R7 500 Series
Gigabyte A55M-DS2
8 gb ddr3 RAM
500w EVGA PSU
My cpu is not very good, so I wanted to overclock it. I have seen people get it to 3.7 ghz (the base clock is 2.7) without too many problems. I succesfully got it to 3.7 ghz in my bios, but when I open task manager it says its only running at 2.7 ghz but it says it has a base clock of 3.7. I have gone into the power settings, turned everything to high performance, unparked my cores, and it hasn't worked. I thought it might be throttling, but its just running at 2.7 all the time. It will only run at a higher clock under load. Try running cinebench and checking again.

Performance settings? 

 

Task manager glitch, can you use something else to check it?

Your right, it seems like its running at 3.7. Its a bit odd that I got the same cinebench scores though.
