Xeon e3-1270: No video signal from AMD GPU, but works fine with old Nvidia GT 710

What's up guys, I need some help with a new upgrade on my old lga 1155 setup.

I5 3470  ====> Xeon e3-1270
Kllisre B75
XFX RX 480
12GB RAM 1333 mHz
HD 500gb ======> SSD Kllisre M.2 512gb
EVGA 600w

Basically I opted for an Aliexpress $40 Xeon e3-1270 over an $120 3d gen i7, but since it arrived last month, I couldn't get any video signal from it using my RX 480 (which was tested in mutiple setups, and works just fine with I5 installed in same build). Though today I tested it with a GT 710 and it worked perfectly (writing from the pc tho).

So with the Xeon installed, I tried booting from safe mode, DDU all drivers, Clear CMOS, update all drivers and even tried to disable integrated graphics in BIOS. But no video signal from amd's gpu. Appreciate any kind of help, tbh it's been awful to play with a quadcore cpu from 2012 while having an I7 sitting in my drawer.
