Streaming/Recording pc build planning help

Budget (including currency): Under 1500$ ca

Country: Canada

Games, programs or workloads that it will be used for: OBS/Xsplit.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

 

I'm planning to build a stream/recording pc that is strictly for that, for games from next gen and current gen consoles, as well for a gaming pc (no help needed here, but the cpu is going to be i9-9900k and gpu RTX 3090 when i can get my hands on one).

 

Here is my plan for the streaming pc, though im not quite sure if it's good enough to use to capture at 1080p 60fps:

Just kinda new at building for streaming pcs so not entirely sure what is needed and where should i focus.

oh ok, so it's perfectly fine to use an igpu for streaming then? I had a bad history with them in gaming and don't want to spend too much on a gpu. So from that, I should focus on the CPU for streaming?

it will probably be fine if you stream with the x264, although this system is more made for when gpus are available you can get one and use that too
