What would be a good offer price?

Pretty bad deal, I don't know why you'd want a 3800xt 1650 build in the first place. I wouldn't cough up more than meh, 700 for it, being generous. 

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.

Looking for a new desktop. Is it that bad I thought the 3800xt was a good CPU.

 

Obviously want a better GPU for rendering but everything is bananas

The 3800xt isn't bad per se, it's just pretty bad value.

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.

Performs extremely similarly to a 3700x, It's basically a binned version with its clocks raised slightly. You pay a lot of money for essentially nothing. Even right now the 3700x isn't a great value as there's cheaper chips out there that may outperform it in certain workloads, such as the  i5-11400f that goes for $170 in most gaming and single-threaded workloads.

Ah that explains that but in thought it was equivalent to an i7 not I5

It's Case-dependant however, sometimes the 11400 might be able to squeeze out a win.

uhhh well that's not quite how it works. I... I don't exactly know how to explain it to you. 

I meant, is there a similar 8 core/16thread processor that is a better bang for the buck than the 3700x?

Excluding extremely old 8 cores you can buy for under $30, uhh yeah, the 10700f. Regularly goes for under $260 while the 3700x hasn't dipped below $300 in a while. What processor has the best performance will depend, but for $40 less both of these chips trade blows. I suppose you can argue the 3700x might go on a sale, however you can make the same case for the 10700f.

A 1650 with a 3800XT is a pretty stupid combo. Not sure why you would put a CPU that is worth $380 with a GPU that was worth 120ish. 
 

You would get identical performance with a R5 3600 with a 1650.
