There is one 12v rail thus it is single rail.

It's a protection, so there can be a difference if something goes wrong, just like with any other protection. Without multi rail OCP, you could e.g. draw 850W through a single SATA connector and start a fire, if an SSD/HDD fails

And one last thing to locate a power supply (multi-rails) it is necessary that the power supply has + a 12v output ??

ATX power supplies have to have 12v as its the main voltage rail that feeds motherboard, cpu, gpu.

There are no ATX PSUs without 12V rail lol, so yes, it's necessary.
