What should I upgrade to? (Must be Intel)

Budget (including currency): 1,000 - 1,500

Country: USA

Games, programs or workloads that it will be used for: Star Citizen, Genshin Impact, Destiny 2, Video Editing via Adobe Premiere

Other details
Current build is;
i7-7700k (delidded and resealed with better paste)
EVGA 2080Ti FTW3 Ultra (11G-P4-2487-KR)
32GB RAM
GIGABYTE Aorus Z270X-Gaming 9

What CPU (intel only, sadly) and Motherboard should I consider upgrading to?
So many seem to be only mild upgrades, I don't mind a mild gaming performance hit to get a lot more out of Photoshop/Premiere/Krita

MSI MPG Z590 Gaming + i9-11900K(F) or 10900K(F). 10900K has more cores, but the 11900K has faster ones. For video & image editing the 10900K would be better and for gaming the 11900K. The F version is the same, but has no iGPU. You can get that too, it's slightly cheaper and since you have a 2080TI you won't need the iGPU anyway.

11900k is a ripoff, at that point just get an 11700k or 10850k. 10900k is just a 10850k with 200 more mhz

Do you have to upgrade now? I'd just hold out for the boards coming out next year with DDR5.

If you feel lacking, you should be able to pick up a 10600k CPU and motherboard used, flip your old ones and only be out maybe $150 or so.

Based on what everyone's saying, and in the interest of saving as much of that extra budget to upgrade say RAM or SSDs....
I'm looking at the MSI MPG Z590 Gaming and an i9-10850K, though it's not set in stone yet.

Would the 10 Cores at 3.6GHz feel much different than an i7-7700k's 4 Cores at 4.5GHz?

For your workload, yes. 3.6 ghz is the base, it will boost higher during gaming so I wouldn't worry about that.

Ram is already definitely enough, and you can pick up a 500 gb - 1Tb drive.

I wouldn't get an MSI motherboard.

Depends on the task. Most things? Probably not. Even going from a 7600k to a 10700k I didn't really notice that much of a difference.

it's really not any faster unless you need AVX-512.

I would fully pass 11th gen as they are pointless and the price point is just HUH

 

10th series is better at this point of time,

As time goes on the wife will ask for this, ask for that, we have money for this, can we get that?

Id encourage dropping 11th gen for grabbing 10th gen. As the better 5800x is seemingly not an option for you. 

 

10850k is a fairly compelling option these days.

Board design means nothing when they have horrible CS if issues do arise. I didn't say the board was poorly designed, I said I wouldn't but MSI.
