I don't understand why my monitor is doing this.

my monitor just started doing this a couple of weeks ago. I haven't damaged my monitor, after a while it stops but it can take like 15 minutes for it to stop. 

 

its a viewsonic VX2458. my gpu is not to blame as it doesn't do this on my second monitor. please help this is really annoying.

Does it do this while running a specific task?

Do you have any high powered devices and/or magnets near the panel?

Nope, it does it when the screen turns off.

Your monitor is faulty or damaged. Vertical lines usually means flex cable or control board.

How old is the panel?

It looks like it's dying and/or already dead.

You could try another display cable and see if that helps, but I'm not optimistic.

Tried displayport and hdmi, doesn't change. So I'm most likely going to have to replace?

If the panel has a warranty, do an RMA. Otherwise I would say it's time for a replacement.
