PC crashes when I launch a game

hello this is my first post on here so hopefully I'm doing everything right. This isn't for me but it's for  my friend. I tried helping him in everyway I know how I helped him uninstall his driver's that didn't help I reseated his ram that also  didn't help he just built his PC a few months ago no issues until now the only old part he used from his previous build his is PSU everything else is brand new. I also stressed tested his gpu and CPU to see if it was overheating while gaming and that's what causes to crash but nope temps are normal so we finally decided to do a full reset in windows and that fixed it for awhile but now the issue is back can I get any help?
