3 & 4 pin connectors to peripherals

Since my case fans are stock 3 pin connectors and come with peripheral adapter to splice all 3 fans to said peripheral to PSU... My question is.. can u lower the voltage so that the fans won't run full throttle?? Is there a quick setting to adjust this as needed?? I know I should connect to motherboard, but for science, is this a option? 3 pin connectors don't allow fan speed adjustment unless u have fan controllers, so that's why I'm asking if there's a way to adjust volts/watts thru some software for the PSU...

If they're plugged into a PSU directly, you cannot change the voltage.

I didn't think so, but had some hopes! Maybe this needs to be a thing, that's if it doesn't effect performance of course, but I don't see why it would when the peripheral is a independent line set
