Chrome extensions and Group policies

This is all new to me but - 

 

Chrome webstore is blocked by our company proxy to prevent anyone from installing any apps/extensions for google chrome. But I would like to enable a plugin now which eventually has to be rolled out to all users. 

 

can I use the forceinstallextension group policy to install and enable the said plugin while the webstore is still being blocked by proxy?

Yes, as a student who was very pissed by my school's implementation of the G-suite policy, you need to use an extension whitelist policy, along with forceinstallextension in conjunction with each other to get your desired effect. 

Fuck you scalpers, fuck you scammers, fuck all of you jerks that charge way too much to tech-illiterate people. 

Unless I say I am speaking from experience or can confirm my expertise, assume it is an educated guess.

Current setup: Ryzen 5 3600, MSI MPG B550, 2x8GB DDR4-3200, RX 5600 XT (+120 core, +320 Mem), 1TB WD SN550, 1TB Team MP33, 2TB Seagate Barracuda Compute, 500GB Samsung 860 Evo, Corsair 4000D Airflow, 650W 80+ Gold. Razer peripherals. 

Also have a Alienware Alpha R1: i3-4170T, GTX 860M (≈ a 750 Ti). 2x4GB DDR3L-1600, Crucial MX500

To clarify, the webstore wasn't actually blocked by proxy in my school. No they had a extension blacklist policy with the value of * because this would by default block absolutely everything. Attempting to press install inside the webstore would throw an error unless the extension, plugin, or app, had it's ID in the Whitelist policy list. Apps that were optional (because they were only need by certain classrooms) and were not to be imposed on everyone where put in the Whitelist but not in the ForceInstall.
