When I start my computer the fans ramp up to 100%

comedic

I have three Phantek Fans and my CPU fan ramp up at start up. Is this a problem?

This is normal behavior. Mainboards often crank the fans to max for a moment for testing. It's only a problem if the screen stays black or the fans don't go back to normal

The board is just reading how fast the fans go so it knows how to apply its fan curves. If no sensor it takes that into account as well, then continues with post.
