PC no post and peripheral LED wont lit up

The pc was built 10months ago and everything runs perfect. But today i found that the PC won't post and all peripheral LED also won't lit. I have tried running with only one RAM stick and switching ram slot. Also unplugged all peripheral device and led pins. 

 

There were 2-3 times in weeks ago when the pc happened to be losing time setting after booting, but it ran back normal recently. Not sure if it is cmos battery failure and i haven't tested it yet.

 

Feel free to ask for any clarification, any input is appreciated, thanks!!

 

What has been observed:

1. No display, no post

2. All peripheral LED wont lit up (neither DRGB nor 12vRGB)

3. The pump and case fan spins at low RPM (usually it will spin at full speed for a while before getting back to normal speed)

4. Ram RGB does lit up

5. PSU fan also spins

 

Specifications:

B550i aorus pro ax

Ryzen9 3950x

Evga rtx2070s

Tridentz ddr4 8+8 rgb ram

Silverstone sx650-g

it seems like either motherboar or psu issue. likeyl motherbord issue since psu likely works (12V is working, 5V and 3.3V)

Tier lists for building a PC.

 

Motherboard tier list. Tier A for overclocking 5950x. Tier B for overclocking 5900x, Tier C for overclocking 5800X. Tier D for overclocking 5600X. Tier F for 4/6 core Cpus at stock. Tier E avoid.

(Also case airflow matter or if you are using Downcraft air cooler)

( You can overclock Tier C just fine, but it can get very loud, that is why it is not recommended for overclocking, same with tier D)

Update: i have shorted the cmos jumper and the computer works now. 

 

But i am wondering what is the cause of the problem as I haven't modified the bios setting recently. So does the problem relate to a faulty cmos battery? Is it ok for me to short the jumper whenever i experience the same problem, or should I replace the cmos battery / warranty the board?
