Low FPS on 3090 on all games

So I recently got a 3090 FE from Best Buy, and in every game I have tried I experience lower frame rates than the bench marks I have looked up. I am running a 32:9 (5,120 x 1,440 at 120hz) but even when I change the resolution to a standard 2k monitor it still underperforms. The CPU stays around 20% utilization and in some games like cyberpunk it can get as hot at 185F most game it stays around 160F. Running Shadow of the Tomb Raider benchmark shows that the system in 100% GPU bound but with average frame rates at 54fps (for 5,120 x 1,400) and 92 for 2k (only 2k with DLSS) on ultra settings. Is there some hidden setting I am missing or is running on PCIE gen 3 really this big of a difference?

 

Here are the rest of the specs:

3090 FE

i9-10980XE (overclocked to 4.4 GHz)

Corsair Vengeance Pro 64GB 3600Mhz

ROG Strix X299-E Gaming II (manually set to run Pcie gen 3)

You're gimping yourself most likely with the CPU. 3.4ghz is NOT an overclock, thats actually an underclock since by default the CPU can boost up to 4.6ghz.

oops I miss typed that suppose to say 4.4 GHz not 3.4.

Ya Unfortunally I didn't find out till after buying the cpu, I though I was getting a good deal for $700 new.

What is still don't understand is the benchmarks like shadow of the tomb say that i'm 100% GPU bound, and the cpu is rendering the frames much faster than the GPU or game. Am i misunderstanding the results of the bench mark?
