Black Screen with cursor every log in

In short, every time I log into my computer I deal with a black screen and cursor. The way I deal with this is either by going into safe mode and remove my graphics card from device manager or update the driver using the one downloaded on my computer. I have tried using another graphics card and tried reseating my current one, but that didn't work. I checked to see if there is any badly behaving apps but that wasn't a problem either. I'm unsure of what to do and it is tedious to boot safe mode every time, so I was wondering if someone could help me. My computer specs are:

 

Mobo: MSI Z-390A Pro

CPU: Intel i5-9400

GPU: MSI RX 570 (8GB)

RAM: Corsair Vengeance LPX 16GB DDR4 3200mhz

Storage: 240GB Kingston SSD and Seagate Barracuda 2TB HDD
