AMD Catalyst WHQL installation fails on Windows 7

Hello everybody,

The problem is i can´t Install any AMD GPU Driver on a fully updated Windows 7.
When i do the custom installation only the HDMI driver and the Catalyst driver are displayed and installed. No Display Driver.

My hardware:

    Processor: Intel Core i7 6850K
    Main memory: Crucial Ballistics 4x 4GB DDR4 2400MHz
    Mainboard: Asus X99 E-WS
        ASmedia USB 3.0 host controller driver 1.16.59.1
        Intel USB 3.0 Host Controller Driver 5.0.4.43v2 Update
        Intel Chipset Driver V10.1.2.19
        Intel Management Engine 11.0.0.1173
        GPU-Driver i used: 13.1, 13.4, 13.9, 13.12, 14.9, 14.12, 15.7.1, 16.2.1
    Powersupply: Leadex 80 PLUS Gold power supply - 1600 watts
    Housing: dimastech easy v3 (not recommended)
    Graphics card: HD5970, 7970 and many more
    HDD / SSD: Samsung 860EVO 512GB
    Operating system: Windows 7 Pro x64 SP1


What I've already tried:
Previous driver from Nvidia was uninstalled as administrator using DDU Driver Uninstaller 18.0.3.8 in Safe Mode.
Didn't bring anything.

Backed up Acronis image that was created after the basic installation. Didn't bring anything. Image was created with an Nvidia card.

Another HD5970 and HD7970 used. Did nothing

Uninstalled all Netframe Work variants and microsoft visual redistributable. Did nothing

Installed NT4.5 only. Did nothing

Tried the "Radeon Software Crimson Edition Beta 16.2.1" driver. Didn't bring anything

Tried to install just the driver via the device manager. That brings new problems with the HD5970 !

Windows 7 SP1 64bit fresh Install with no Updates but all the needed drivers. 
I can install all versions off the AMD driver but when i update my Windwows 7 to the newest version i can only uninstall it but not install it anymore.
When i do the custom installation, only the HDMI driver and the Catalyst driver are displayed and installed.

Windows 10 has no problems with it, but massive problems with SLI. ( Yes i know the technology is nearly dead) But i like it and i have some old SLI Cards. 
I didn´t try Windows 8.1 for know 

Does anyone know how I can solve the problem in Windows 7 ?
I think it is a Windows 7 Update that brakes the Driver Installation.
