Theres 2 videos in the OP, I only listened to the 2nd, theres no buzz or whine, just a pretty damn loud fan noise (had to put volume to 160, otherwise it didnt sound like much, but phones etc are pretty bad at picking up noise so i imagine that being somewhat realistic)

Anyway, not much too hear other than fan noise, probably just bad airflow.

so, i bought a rtx 3070 tuf gaming but when the speed of the fans are fast it makes a strange noise as shown on these videos, im not sure if it really is the gpu but it usually happens randomly when the fan speeds are above 90%

Hot air may be getting trapped below the GPU when the CPU fans ramp up. When that happens the GPU fans work harder to maintain temps.

 

Easy to test,  just put your hand on the case glass below the GPU when it is loud.  If it is hot, air is being trapped there.

With my EVGA 2080 ti XC/i7 8086k computer that was in an old Haf X case I added a second exhaust fan on the top and an intake fan below the GPU.

Now it has been re cased with a CM H500 ARGB and it is never loud.

The CM H500 AGB is my go to case for air cooled CPUs. 

 

With my 5800x build I have listed below I am re casing form a CM H500p Mesh to a Corsair 5000D. 

The 5800x/2080 ti setup only gets hot and loud while benching. The GPU gets 10c hotter than the one in my i9 10900k/2080 ti setup that uses a H500M.

 

I like seeing witch one is faster in games and the 5800x is at a disadvantage in the H500P Mesh.

Fan should be a problem as i dont use the glass on the case. And why is the air sound so strange, bcs it looks like the fan is touching something instead of trapped air.

they get above 90% when im playing Sea of Thieves sometimes

thats not normal. What are your temps? Use something like msi afterburner. Just launch the afterburner and let it run on the backround. next play for like 10minutes and check the msi afterburner for max temps.

yes, its like a buzzing but it happens randomly, btw. i'll test temps

it got very stable at 64 degrees celsius and fan sttayed at 75%. The game was all on max graphics no limitations
