NVIDIA Shadowplay skipping frames in playback (gameplay is smooth)

Hi LTT forums, after trying many different options of fixing my NVIDIA SHADOWPLAY with no results im here practically begging for help at this point. 

 

My shadowplay recordings will be choppy, skipping frames although the gameplay is smooth as gameplay, this happens regardless of setting within shadowplay (resolution, bitrate etc) and location of temp files / recording files directories. I have also tried capping ingame fps and changing the priority of the shadowplay process in task manager. I've reverted / updated GPU drivers and reinstalling GeForce Experience. 

 

It used to only happen when playing warzone but now it happens for everything unfortunately i will link a video below showing exactly what im on about.

i7 8700k @5ghz

16gb G.Skill Trident Z Royal @3600mhz

MSI z390 MPG 

Gigabyte 3060 12gb

750w Corsair PSU

 

if anyone has any sort of idea as to what i could do to fix it, it would be very much appreciated, thank you!!
