Low GPU usage and normal CPU usage as it should be

I've been experiencing low gpu usage randomly and sometimes it stays on a bit longer... I've tried undervolting my laptop, reinstalling windows, updating windows, removing dragon center and any bloat that i could find, did a clean driver installed, went to both nvdia and intel control panels to set power mode to max performance, but nothing really helps. 

 

I just want to enjoy my games but because of this I'm facing alot of stutters that annoy me. 

 

MSI GS65 STEALTH 9SD, GTX 1660 TI, I7 9750H, 16GB RAM.
