1. Shut down your PC

2. Remove the cooler

3. Add thermal paste

4. Install cooler properly

Thermal paste is usually "supplied" on the cooler, but only for the first fitting.

Have you rebuilt it, recently?  That CPU should idle at around ambient (room) temperature, maybe 5° higher.

I frequently edit any posts you may quote; please check for anything I 'may' have added.

Did you test boot it, before you built in into the case?

WHY NOT...?!

If your cpu cooler looks like crap?  Get a better one, and ABSOLUTELY use thermal paste.

Cheap thermal paste will be a HUGE improvement over nothing.

well that's your problem

Agreed. In order to properly transfer heat from the IHS to the cooler plate the two surfaces need to make complete contact, even at a microscopic level. Even though both surfaces look perfectly smooth to the naked eye, if you were to view them under a microscope, you'd see all sorts of ridges and bumps. The thermal paste serves to fill these in creating complete contact. Without paste, heat transfer drops significantly, resulting in the CPU temps getting quickly out of hand. You need to apply thermal paste.

Oh and if your CPU cooler is already out of the case make sure to clean it! Make sure that there isn't 10 years worth of dust between the fins.

No I have not rebuilt it

The cooler provided with my processor is not working anymore

So I bought another one

A cheap one. And it does not have thermal paste

NEED thermal paste before fitting cooler & do not tighten too much.

You are contradicting there. Upgrading cooler means you have rebuilt it. As in changed cooler or removed it for cleaning. You need thermal paste.
