No display output after bios update

I was getting some weird artefacts in my display (purple/green short horizontal lines all over the screen - see picture. The artefacts were present in the bios too), then after restarting it would display the bios but would not boot into windows.

I tried the simple stuff like reseating the gpu and ram, and updating the mobo bios.

The bios update went fine and finised but after restarting it there is no display output at all.

The fans and lights all behave normally when I turn it on, there just no display output.

I dont know whats going on but am concerned that either the gpu or the mobo is dead.

 

System:

Ryzen 5600x

Gigabyte B550 I AORUS PRO AX AM4 min ITX Desktop Motherboard

Gigabyte RTX 3070 VISION OC 8GB with a PCIe riser cable

Kingston A2000 SA2000M8/1000G 1TB NVME SSD

CoolerMaster V 750 Gold SFX Power Supply

G.Skill Trident Z Neo RGB 32GB (2x 16GB) DDR4 3600MHz Gaming Memory

Yep figured that out. Bios update reset the PCIe slot to gen 4 and its a gen 3 riser cable.

So now I can get into the bios, but the original problem is still there - weird lines on the screen in the bios and then nothing when booting into windows.

Ive tried re-installing windows and theres no artefacts on the recovery screens in windows but its just not displaying anything when it gets to the set up screen or sign in screen.
