What is the 19th pin of DP for？Is it the Gnd of DP_PWR？

The 20th pin called DP_PWR ,and the 19th pin called DP_PWR return.I konw the 20th is 3.3v power. 

I'm trying to design a pcb,does it need to connect to smoe thing?

I'm a noob.
