I found a 1650 super for $413 (ya I know stupid price) 

And 3060 for $1039

Should I get a 1650 super and hold it until these gpu are going back to MSRP or get the 3060 instead? 

The pricing is not that big in my country, Malaysia.

Don't know what country you live in, but there's places still selling at (or close to msrp), find the ones in your country, then either sign up for the waiting list  or if they don't have one, watch the site like a hawk.

 If the cost of  a 3060 is not a big deal according to your currency then go for it. Also look up the price of a 3080 and see if it's almost the same. I said that because in my country in amazon 3080s are sold at MSRP. Even if you got a 3060 it wouldn't matter if you have a low spec pc.

I mean for 1650 super thats a scam. better to find used rx 570, 580, r9 390 or gtx 770,780,960,970,980,1050, 1050ti or 1060. those should be under 300usd.

well your pcu might bottleneck then, but it is still much better than the gt 710

@SavageNeo Damn, the gt 710 is just fps up and down, the 1050 ti can carry over to the i7 11700 when I can build it, thanks man.
