Xbox One controller has incorrect mappings in all Proton games and Steam itself

Hi guys, I've noticed that in all games running on Proton and anywhere else in Steam where I can use controller navigation (such as in Big Picture mode), several buttons on my Xbox One controller have incorrect mappings (the most obvious being that the shoulder buttons have swapped with the two small buttons below the Xbox button). This happens regardless of how the controller is connected (Bluetooth or wired), and I know it's something with Steam or Proton because native Linux games don't have this issue, and various controller input testers don't show this issue either. These changes persist in game and make it impossible to play certain ones.

 

I never play in Big Picture mode and never have touched any controller mapping outside of the games themselves. I have tried on basically every Proton version (including Experimental and several GE builds) from 5.0-6.3 and they all have this issue. Running Arch Linux on kernel 5.11.13. Any ideas? Thanks!
