Look, i dont care about the specs, im too lazy to build and i want rgb, i need a prebuilt under $400 with free shipping in the US.

Get a used one.

No new prebuilt under $400 USD will be viable or worth it.

Get an ole office pc, chuck a gtx 1050 ti in it, and throw some christmas lights in the case (Just leave the sidepanel off)
