New Motherboard Won't Power on

So I got a few upgrades for my computer and am testing before I put all the pieces together. I plug my new power supply into the mother board and it will not power on. I try my old modular power supply and still nothing, until I unplug the connection at the PSU, it has a 14 and a 10 pin connecting to it and when I unplugged the 10 pin it managed to power on but I still got a red light on the motherboard. Any ideas what my issue is I have no idea what is wrong.
