some big, silent and cheap fan to cool a fanless rtx 3070 and a 2070s?

I can't get one of those board like risers because I don't have molex ports nor free space for pcie,  I do have satas, but satas sucks for that job

 

the 3070 is fanless because I removed its fans because they were occupying too much space, not letting me slide the other card

 

while those cable like pcie are too expensive

 

rightnow there is a desk fan that's cooling them both, temps can be around 60 or 66 in base on how I do place it

 

so right now I'm looking for a better fan to cool them both (or just the 3070), since maybe it does work and it's less expensive for both cost and to run

If space is an issue for the fans, perhaps a water block and put the fans/rad/pump elsewhere in the case?

even cost is an issue

waterblocks are way more expensive than a riser
