Black Expandable box on desktop

Hello,

 

Does anyone know what this might be? When I click on it, I can drag and expand. It only shows up on my desktop and does not show up over any programs open.

It seems to be a cmd window.
I've seen them start with windows before, but they always dissapear in a less than a second.

I could use some help with this!

 I'm not sure, I can't type inside of it or do anything but its always there and doesn't go away.
