MSI Afterburner fan profile not working with MSI 2080.

I recently got a new CPU and motherboard and I'm using my previous MSI Ventus 2080 in it.  I've never had this issue until the new motherboard, but the fans on the 2080 are maxing out at 4200RPM when my temps are only at 70C.  They randomly go up and down and it's often only 1 fan maxing out.  It's incredibly annoying.

 

So I got MSI Afterburner and setup a fan profile to only spin up to 75% speed.  Pretty sure I set it up correctly, but it doesn't help.  The fans still randomly max out for no reason.  Really could use some help here.  I have no idea why an MSI program wouldn't work correctly with an MSI GPU.

[EDIT]  Okay it just seems like Power Limit % and Temp Limit % being maxed was the issue.  Lowering those all the way fixed it.

Now that I think about it the only difference with this new PC is that I plugged in 2 separate PCI cables into the 2080 instead of just 1. 

 

Anyone know if it's possible if 2 PCI cables can be too much power?
