Stuck at 0.52ghz

Hey, I built desktop yesterday and it works.

 

But the CPU seems to be stuck at a set frequency (0.52Ghz) and I can't get it to change at all. Resetting windows, reinstalling, clearing CMOS

 

What should I do?

Have you tried updating the BIOS?
