3090 fe zero rpm fan

Just wondering if anyone else has noticed this. After doing anything that causes the fans to spin on my gpu, the zero rpm fan mode only kicks in when my screen turns off after being idle. Unless I let the screen turn off (with a one minute time) the fan will just keep running at 30%. The fan won't ever go to 0 if I don't let my screen time out. 

I have ran ddu and a fresh install of windows which hasn't changed this behavior. Is this normal?

what's the idle power % at?
