Actually you're wrong and the Task Manager is known to show bullshit. The CPU name doesn't contain "@1.6 GHz" for nothing. Intel itself knows best, I assume. Base clock 1.6 GHz, boost clock 3.4 GHz (both single-core and multi-core). So you're fully exploiting your boost frequencies and the 15W are only enough for 1.5-1.6 GHz, hence the 1.6 GHz clock during Cinebench. Everything is just as it's supposed to be. You're running full base clock at constant load and even under regular bursty load it fully exploits the clock range.
