Emulation machine and modest gaming rig. Simple gamer. Suggestions appreciated!

1. Budget and Location — {GPU excluded} US$650-800, but I'd like to spend as little as possible (don't we all?). South Korea (I can buy things from Newegg or Amazon, no problem). Let's work with US$.

2. Aim — Emulation machine (mostly PS2 and PSP, then some Game Cube; high settings preferable). I am content with some moderate gaming in 1080p, with a hybrid of medium/high settings (Fallout 4, Bayonetta, NieR, Dark Souls 3, Tomb Raider). I am very much interested in playing ‘Days Gone’ which will com out in a few months. 60FPS for me is enough.
3. Monitors: Random brand 1440p 75hz monitor, but all the gaming will be in 1080p. (Emulators will be dependent on the game not crashing when being pushed to other resolutions)
4. Peripherals: I already have them. I will be using Linux Mint (Windows partition for gaming).

Main Storage: NVMe Samsung 970 EVO 500gb

RAM: I have 2x DDR4 8gb Samsung ones, from a previous computer. They are fairly modern so I assume it will work no problem.
PSU: No idea. Recommendations are welcome. Keep in mind that I will want to buy a budget graphics card in the future when prices stop being so inflated.

Case: Not relevant. Anything will do for the time being. I will pick whatever at the store.
