Now on my subject, i need a little help with my PC, I dont have it yet this is just my part picker list and what can i upgrade for the max price of 650$? 

maybe like a downgrade on the mother board and spend more money on the CPU, i need help from yall im not the best with computers

Go Intel instead. You can get an 11400F + some B560 board for the same price, but 11400F is MUCH better. Also you can probably upgrade to 16gb RAM. Another option is to go with 11400 and skip the GPU and add one once prices are back to normal (this option is basically davemc's list).
