I recently got a GTX 1660 Super for a spare rig I own. The rig has a Xeon E5-2690. When playing Apex Legends, I notice large fluctuations from 80fps to 144fps. The GPU mostly stays in the 70%-80% utilisation area with dips down to 60% and the CPU hovers around 50% @3.1ghz.

Changing graphics quality rarely makes a difference, and the CPU never goes above 3.1ghz on all 12 threads. GPU stays at the same clock.

Clarity:

CPU: 50 degrees

GPU: 70 degrees

Tried both SSD and HDD

Is the CPU bottlenecking the GPU? Would a 3930k or a 3970x help my situation?

Sandy bridge is pretty old, especially on competitive online games, CPU matters a lot.

Not necessarily more cores, just faster ones.

A 3970x should NEVER be  paired with a 1660s. That is a $1800 cpu. Also, it is bad value unless you need all of the cores.

I am just kidding, I know you aren't talking about a threadripper.

My system: Core I7 10700k, 32 gb Trident Z RGB ram@3200mhz, EVGA GTX 970 SSC (will upgrade), NZXT N7 Z490 motherboard (Black, Samsung 980 1TB SSD, NZXT C850 PSU, Hyper 212 EVO RGB cooler, Corsair 4000D airflow case.

With your CPU only boosting to 3.1GHz, it sounds like some power limit is on the CPU. What motherboard are you using? Do you have all your memory channels populated?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k (won) - EVGA Z370 Classified K - G.Kill Trident Z RGB - Force MP500 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G2 650W - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

Linux Proliant ML150 G6:

Dual Xeon X5560 - 24GB ECC DDR3 - GTX 750 TI - old Seagate 1.5TB HDD - Dark moded Ubuntu (and Win7, cuz why not)

How many watts do I need? Seasonic Focus threadUserbenchmark (Et al.) is trash explained, PSU misconceptions, protections explainedgroup reg is bad

And is the 3960x still too old do you think? I know its hard to estimate how a 10 year old CPU will

I can see in HWMonitor that at one stage the cores did boost to 3.8, not not while gaming. Holds steady at 3.1. Also I only have 4 channels populated as one of the slots is broken.

I think there might be a strict power limit. A lower core count, higher clock CPU might help.

Prob about the same, if frequency is same

Yeah maybe, I was hoping that I would have a better chance at a higher turbo clock then what I'm getting with a Xeon 😕
