My grandpa needs a web browsing pc and I'm not sure what is enough.

My grandpa needs a pc for web browsing and I have no idea what kind of hardware you need to run chrome smoothly. The most demanding task he's propably going to do is watching 1080p videos from youtube. I found an used pc listing from my country's equivalent of ebay. It has i5-2500k, gtx960 and 8gb ddr4 and it costs couple of hundred of bucks, that should be plenty right?

I would say that more then needed, you could do web browsing on a Raspberry PI 4 or Raspberry PI 3 very easily.

It would be fine. But you don't need a dedicated GPU. Something Skylake or newer (for VP9 decode support) with integrated graphics would be suitable for watching Youtube and browsing the web. So something used with any of these CPUs would do nicely. A Pentium or Celeron would probably be the cheapest option, with plenty of performance for the task. So a Celeron G3900 or better.

Just slap Ubuntu on it, you're not limited to Raspberry Pi OS.

ok, you can get used to it its basically a laptop version of android.

 

Just get a chromebook its about 90USD to get a used one off ebay.

1080p video is fine and general web browsing chrome is great.

You can buy refurbished business PCs for a little over 100 bucks.  Probably with an SSD included.

 

a 6th gen i5 6500 is plenty for browsing the web.  A small-ish SSD for windows, and maybe a second drive for big files (may be unnecessary, too.)  They're not made for gamers due to normally being 'low profile' so you can't add video cards.

They also have sub ~250W PSUs.  So, you generally don't have the headroom for one, either.

By the way, my desktop is a docked laptop. Get over it, No seriously, I have an exterrnal monitor, keyboard, mouse, headset, ethernet and cooling fans all connected. Using it feels no different to a desktop, it works for several hours if the power goes out, and disconnecting just a few cables gives me something I can take on the go. There's enough power for all games I play and it even copes with basic (and some not-so-basic) video editing. Give it a go - you might just love it.

For a good web browsing experience, all you really need is 8gb ram (or more) and an ssd. Any more-or-less recent CPU with integrated graphics or a cheap graphics card will do just fine. 

 

You may also want to install Neverware Cloudready, which is a free ChromeOS that's extremely easy to use and very unlikely to get viruses/malware since it's a Linux. It's also less bloated than Windows.

Have you looked at Chromebook's? They are simple and cheap.
