Are my GPU Clocks normal?

Is it normal for my gpu clocks to be low while on the desktop & high in game?? I thought I was supposed to be getting stock clock speeds all the time unless I over clock please HELP this is my first Pc build and I want to make sure my card is running good please see pictures for details!!

Yes it is perfectly normal.
By reducing GPU and GPU memory clock when your Graphics card is idle (or doing very little) you get: lowered power consumption, lower heat generation and longer life out of your card.
