Do we think my motherboard is dead?

I had a brown-out the other night, and since then my PC has been suddenly losing power, roughly every half hour to an hour.  No bsod or anything, just power gone.  No problem, I thought, I will throw in a different PSU.  My spare PSU doesn't have enough power to run my gpu, so I tried to just use integrated graphics to confirm PSU diagnosis.  It won't post on integrated graphics.  I tried resetting cmos, and I tried booting with the gpu and old psu, then changing bios settings to specifically use the integrated graphics.  I get sustained fan spin, but no video, and no happy beep like it usually makes at post.  

 

I don't know what to do now.  At first I thought my problem was power supply, but now that I have these onboard graphics issues as well, I am wondering if I am up for a new motherboard and CPU?

CPU: Intel i7-4770

Mobo: Gigabyte GA-B85M-D3H

GPU: Radeon r9 290

Ram: 8gb Kingston budget ddr3

PSU: coolermaster mwe 650

Spare psu: some crappy "550W" fire hazard
