Computer not turning on after re-installing cooler.

I tried to apply thermal paste and re-apply my heatsink. After re-installing my computer no longer turns on. No fan spin or front panel LED, only a flashing red light on the motherboard. My computer was working well before but idling at high temperature, so i decided to add thermal paste. The cpu looked discouloured in some parts at the bottom, potential burn mark? The pins were straight from what i could tell. Any help would be greatly appreciated.

AMD ryzen 5 3600

Did you have to take the motherboard out of the case, or were you able to remove to heatsink with everything else still intact (i.e. RAM, graphics card, etc)?

Double check all the power cables (i.e. the CPU 8-pin, ATX 24-pin, PCI-E cable on the graphics card) is not loose or out of place.

Make sure the CPU_fan cable is properly connected.

 

I notice that you have a motherboard speaker plugged in.

Does it give off any short-long deep codes?

The cables are okay from what i can tell, i unplugged and replugged them all. Also, I did not have to take the motherboard out to remove the heatsink. Everything is intact. No sounds coming from the speaker.
