cpu idle at 65-70°C

I justs built a new pc in an InWin A1 Plus case. I have a ryzen 5 5600x and rx 6700xt, I have all inwin sirius loop asl120 fans 2 intake at the bottom one intake at the back next to the cpu and one exhaust at the side. The cpu heatsink fan and back intake fan at idle run at 1200 rpm and the ccpu is 65-70 degrees. When I go into the bios and limit the cpu to base clock speed (3700mhz) its about 50-55 degrees idle, but when i allow it to go to its boost clock (4700mhz) even though its at the same speed idle its 15 degrees hotter. I have a hyper 212 black edition cooler. Also I have Zero Frozr on in msi Dragon Center.

 

Any help appreciated.

have you double checked mounting and thermal compound?

ive reseated the cooler twice and added alot of thermal paste aswell

btw you should try to always go with push configuration rather than pull, just sayin!

I just messed around in dragon center for abit now its idleing at 55 and gaming at under 80, idk what was happening before
