my pc is kinda fucked up and i need help

i have explained my problem one too many times so for you to understand i uploaded a video on youtube. heres the link: im desperate - YouTube

i've noticed that the power consumption in the radeon settings isn't very high (doesnt go up more than 70 Watts)

(this happens on newer games like doom eternal or farcry 5 too just not as terrible)

 

what i have tried:

-reinstall drivers (with DDU)

-reinstall windows 10

-disabled xbox game presence writer

-disabled windows game mode

-overclock CPU

-overclock gpu with msi afterburner

-and 2000 other things i dont remember

Motherboard: MSI B450 Tomahawk Max

Main SSD: Samsung 970 Evo

HDD: 1TB WD Blue WD10EZE

Monitor: MSI MAG271CQR (freesync)
