When selling used PC parts like CPU's and GPU's, should sellers be required to post benchmarks showing they aren't burnt out?

We all know silicon can degrade over time, so should sellers be required to post a benchmark showing that you actually get the performance the chip should be able to do, so you don't end up getting a bum chip?

Case in point, buying a GPU from a miner or somebody that overclocked the hell out of it. Ok it's a 1080ti/2080ti/3080, we all know what the performance you should expect from a card of that level, but for all you know until you've got it in a system or a very recent benchmark from the person selling it, for all you know the performance could be degraded by 30/40/50%, at that point, is it really worth what they're asking?

Theres no point. You can fake a benchmark. 

and theres noi way major resale sites like FB marketplace or craigslist could enfoce a rule requireing this.

I think it's a nice thing if you can get it, but not sure how you'd make people do it.

No point.
Performance will mostly not degrade by more than 5% unless there is hard artifacting on the card lol, this mainly depends on thermals though, if the thermal paste hasnt be re-applied after years and years, after a while the card will run warmer and not clock as high. Also thermal cycling is what mainly causes degradation. The only difference with buying a new vs used card, mining or not is how long it could last. Pretty much everything made these days would last 10 years or more if treated right, so if a miner uses it for 2, you got around 8 left, but after a couple more years it'll be outdated enough to swap out anyway.

No way any site would be able to force this sort of policy. But if you can contact the seller and they aren't likely just going to sell the card to someone else while you are talking to them, ask them to run a free benchmark of your choice and compare the scores to what you find online.

Performance degradation is not a thing (at least hardware wise).

I haven't seen any card degrade that much.

Also, as someone who sells substantial amounts of computer hardware, and who hasn't ran any benchmarks, and won't allow testing in person, this isn't a rule I follow.

It's also not one that can be enforced.

care to explain? they either work or they dont, they dont lose 30% performance due to changes in silicon
