Will the RTX 3060 Ti bottleneck the Ryzen 9 3900x (or vice versa)?

In games I assume? The 3060ti will be a bottleneck in basically every single game, a ryzen 9 would fit better with a 3080 and a 3060ti would likely fit best with a 5600x.

every single game is an overstatement 

you wont have any problem regarding cpu in most games 

and 3060ti is a very competent gpu so it will be fine

if it was useful give it a like :) btw if your into linux pay a visit here

Basically every single game (you could find some unrealistic edge case like low setting 1080p 360hz. And yeah, the 3060ti will breeze through any game in 1080p and not AAA games in 1440p with ultra settings.

If the term is used broadly than yes because you have to parts that perform quite differently in games. Commonly it is understood that this is a bad thing. I would not use it that way unless you are pairing an awful cpu with a high end graphics card. Having too much cpu power is never a bad thing. The cpu does other things than just supply the graphics card so having more power available can make things that run in the background be less noticeable. The other way around would be a problem to some degree as the gpu would have to wait for the processor to catch up.

The thing is you want the gpu to be the bottleneck, not the other way around. 

 

There will always be a bottleneck though, if this causes you discomfort stay away from computers as far as possible,  that includes cell phones and consoles, there is always bottleneck, but having the cpu be the bottleneck is bad, gpu is good.  Choose wisely.

Of course it will bottleneck one or another. Depend on games or graphical settings. Sometime system RAM speed will bottleneck both.
