Can a new cpu cooler introduce coil whine from the gpu?

Can a single new component, such as a cpu cooler ( Noctua D15 ) Introduce coil whine from the GPU ?
I've never had coil whine on my card before ( rtx 3080 ) but today when installing a new cpu cooler I started hearing it once I opened up some games.
I'm familiar with coil whine from my old 1080 and I don't really mind but It feels odd to suddenly start now only because of a new cooler.

Motherboards can have coil whine as well. It makes more sense in this case.

Some power (max 75W) is delivered from the PCIe connector (which should be regulated by the motherboard), so theoretically yes.

It's also possible that your old cooler was loud enough to drown out the whine, while your new one isn't. My reference 1070 has always had a whine, but I didn't really notice it until I watercooled it and wasn't hearing the blower cooler all the time.

Would the motherboard whine when only rendering frames ? The coil whine stops one alt-tabbing from games.

 

I'll try to isolate the sound better when I'm home from work.

No whine before, Im pretty certain its coil whine because its only audible when in games ( stops when alt tabbing )
