Power supply making weird ticking/clicking noise

Hey,

 

Recently I've had this weird clicking/ticking noise coming from my power supply even when the PC is turned off but plugged in. I've tried swapping cables and also swapping the PSU however it still occurs. This is happening to this one PC and not my main PC too. Really not too sure what it is. Sounds like either the fan is rubbing against something every know and then, or something is sparking inside it. Try giving the PSU a hoover and listen again

Thanks - I have cleaned it out but no luck. it's happening before it's turned on so it's not the fan
