How to use android apps on my PC via Link to Windows ?

It says I need them to be on the same wifi network but the problem is that I have only one way of connecting to internet that is my phone's hotspot connection and when I use that the ability to use my phone's apps doesn't work. So any way I can use it with my current setup ?
