Unable to get Ryzen 5 5600x to 4.6GHz stable

Hello,

I am able to boot 4.6GHz at 1,3V, but any "hard" stress test (such as Prime95) will cause my PC to shutdown and restart, despite CPU temperature staying below 75C (about 30C room temp.) and VRM MOS staying seemingly topping at 42C. How can I go about troubleshooting what is causing the issue and potentially fixing it? I am starting to think that I lost the silicon lottery hard.

Perhaps I messed up some BIOS settings related to PBO and OC? Any help at all would be appreciated, I'm trying to figure out what CPU I am dealing with here.

System Specs:

CPU: Ryzen 5 5600X

GPU: RTX 3070 (using 2x8-pin cable)

M/B: MSI MEG X570 Unify

RAM: Patriot Viper Steel 4400 (Runnin 1:1 at FCLK 1900 with 3800MHz, loose timings)

PSU: Corsair RM750X

SSD: ADATA XPG XS8200

Cooling: Cooler Master ML360R + 3x140mm intake (Stock Phanteks P500A fans)

OS: Win10

My 3100 can do 4.6ghz with a 120mm AIO but as soon as it feels like any AVX load coming it crashes. AVX is just hard on your CPU. Also are you getting 75c during Prime95 small FFT test? (most demanding test in p95) because if thats the case I would say you got a good chip instead. You can either set up PBO (which I have no clue how) or test your maximum AVX stable overclock and leave it at that (what I do).

I do  not know what temperature I am getting in P95, as it instantly restarts the PC.

Then simply, your overclock is not AVX stable. As I said,

It has no reason to not be a real 5600x. It was ordered from the second largest computer parts retailer in the country and arrived with everything it should come with (including SN tag).

I can nail 4600 down no problem with 1.225v. I cant nail down 4700 even with 1.32v, but I can get into windows at 4900. 1 speed 1 voltage, no boosting or anything like that. It acts like my 3600XT when it doesn't want to AVX anymore and just restarts. I know its not my PSU because its brand new and is using 2 EPS cables. I was only using an 8 pin from my last PSU.. I lost the MHz race there.. but IF clocks are pretty intense.
