Is this a good budget monitor?

Hello, so I am looking to buy a budget monitor that is not too expensive. I found one in my country which has a perfect price for me, its the HP Pavilion 22xi, I wanna hear your guys toughts on this because  I don't really know much about monitors I just found that it looked really nice for it's price since I'm not very rich xDD.
