MiniTool Partition Wizard allows it ... also probably other partitioning tools.

Why do you want fat32 specifically?

Also mkfs.vfat #device name# in any linux. Boot any live cd, just be careful not to format something else.

My guess is that he need to Sneakernet Files between two different Platforms. FAT32 is well supported by almost nearly every Modern OS.
