PC boots but no signal from keyboard, mouse and monitor.

Hello,

 

I have recently built a PC with all new parts.

 

Motherboard: ASUS B450-A

CPU: RYZEN 3 3200G

GPU: RX 570

RAM: HYPERX 2x8 16 GB DDR4 3200 MHZ

PSU: ROSEWILL 850 WATT 80+ BRONZE 

HDD/SSD: 500GB HDD , 128 GB SAMSUNG SSD 

CASE: NZXT H510

 

 

I have been experiencing issues with getting my computer to post, as when I turn it on, everything works, all the fans turn on, cpu fan, gpu fans, case fans, everything, but my keyboard and mouse don't turn on, and my monitor detects being plugged into the computer but doesn't receive a signal. My motherboard has LEDs, and they light up like normal. 

I'm looking for any advice on any troubleshooting I should do, or parts to replace.

 

I've already tested:

Rebuilding the PC

Reseating RAM

Reseating CPU

Cuircuting the 2 pins and taking the CMOS battery out.

Tried different wall outlets

 

I think the issue may be either the RAM, motherboard or the motherboard battery.  Don't think it's the psu, because it's very new and bought it because the old 650w bronze coolermaster died on me a day after I got my new gpu.

Monitor, keyboard and mouse all work, I've tested them on my ps4 and plugged them into my laptop.

Any advice on what to replace, test or troubleshoot? 

Also, I'm if missing any information I will add it.
