Low Fps 3080 League of Legends

Shame on me for using a 3080 for playing lol. I know. Just waiting for them to fix cyberpunk. 
Okay, so i have a i5 9600k, 32gb 3200MHz Trident ram, and a MSI rtx 3080 Suprim x clocked at 1965 MHz, 1000 watt gold Seasonic. When im playing League, i get around 100 fps, not consistantly above that, and there are WAY to many frame drops down to 60 fps, or even 30. I DONT KNOW WHY. I should be getting like 400 fps. I dont have the FPS capped. I've updated drivers, and reinstalled them. I've restored Nvidia control panel settings, and what-not. Even with everything on low, and everything turned down how riot reccomends it, it still only gets 100 fps. I dont get it. Does anyone have a fix?

Did you make sure that League is actually using your GPU and not the integrated graphics?

I dont recall there being a option to choose graphics card ingame in league, but i have chosen  Gefore rtx 3080 as my "OpenGl giving GPU" idk if thats the thing (or what its called in english)

Not in-game, in the Nvidia control panel.

 

Go to Manage 3D Settings > Program Settings > Find League (or add it) > Make sure you have RTX 3080 selected (I dont have an iGPU so idk which setting it is exactly but it's there)

my thing is in danish, but i dont really think anything matches what people are reccomending, ive tried changing something, but im not ingame yet

I just checked my partners laptop, the setting is under "Select preferred graphics processor", located right underneath "Select a Program to Customize"

ive just tried adding league under Graphic settings and setting it to high performance, this should force the client to use the 3080
